 Abstract 

The article analyses the main global threats that can damage the modern humanitarian principles of human community. Among them: communication technologies, biomedicine, terrorism. The greatest concern is caused by the ongoing intersection of issues, as a result of which the level of threat only increas-es. The article focuses on bioterrorism, as well as the concept of biosecurity as a form of countering possible attacks by terrorist organizations. Shows foreign expe-rience in determining biological safety. The general features of cyber terrorism are highlighted. A positive experience of combining the efforts of law enforcement agencies and civil society institutions is presented, expressed in the creation of a target group for ransomware programs, created based on the Institute of Security and Technology. Having received full-scale development, each of the above threats has a serious impact on the content of fundamental human and civil rights and freedoms.
